Pengembangan Karier SDM Aparatur Berbasis Kompetensi Untuk Reformasi Birokrasi

Abstract


Reform of the bureaucracy is a strategic move to create a significant acceleration in the improvement of service to the public so that welfare can be achieved better. In order to reform the bureaucracy so the reform of capacity is a necessity, given the role of human resource apparatus is a prime mover of the bureaucracy. Reform of capacity is intended as an effort to reform human resource development apparatus that determines their professionalism in organizing the public service.

Reforms of human resources apparatus capacity implemented by changing the personnel policy of career development by DUK (rank order list) and DP3 (List of Assessment Implementation of the Work) to be competency-based career development, which is implemented through establish of various laws to replace or modify the old laws. In its implementation the various laws still overlap, there are conceptual weaknesses, still consider the rank and DP3. Until now various laws has not been fully implemented by central government agencies and local governments caused the unavailability of technical guidelines.

Efforts to implement a career development of competency-based human resource apparatus should continue with the support of the commitment of all ministries / agencies and local government and change the mind set, motivation and work orientation of human resources personnel, so bureaucratic reform goals can be achieved is to realize improved governance and service to the community.
