IMPLEMENTASI KEBIJAKAN SISTEM ZONASI DALAM PENERIMAAN PESERTA DIDIK BARU SEKOLAH MENENGAH PERTAMA DI KABUPATEN BANYUMAS
Abstract
The problem of the New Student Acceptance (PPDB) service with the concept of zoning system raises the concerns of prospective student guardians about the registration of PPDB that prioritizes the distance from home to school rather than the achievements of students. The PPDB zoning system service aims to make registration easy, fast, transparent and accountable. The purpose of this study is to describe the implementation of zoning system policies in PPDB, and to know the factors that influence the implementation of zoning system policies in PPDB based on Edward III's theory. A descriptive qualitative research approach, with data sources obtained from interviews, literature studies, and documentation. The technique of taking respondents in this study uses purposive sampling. The conclusion of the research shows that: 1) The implementation of the zoning system policy in PPDB at the junior high level has been going well seen from several stages, namely: a) Pre-Implementation Phase includes the formation of the committee, making an MoU with the Bandung City Government, preparing technical guidelines, providing facilities and infrastructure, and socialization; b) The Organizing Phase includes human resources, as well as equipment and supplies; c) Movements Phase include: filing registration, determining the coordinates of the house and verification, input data, selection, announcement, and re-registration; d) Control Phase includes monitoring through the website, monitoring to schools, conducting evaluations and making reports; 2) Resource, attitude / disposition, and bureaucratic structure factors have succeeded in influencing the implementation of zoning system policies in PPDB at junior high school level While communication factors still hamper the implementation of zoning system policies in PPDB at junior high school level in Banyumas Regency.
