PENYELENGGARAAN JAM BELAJAR MASYARAKAT DI KELURAHAN KARANGWARU TEGALREJO YOGYAKARTA (IMPLEMENTASI PERATURAN WALIKOTA NO. 53 TAHUN 2014)

Abstract


This study aims to determine the implementation of Yogyakarta Mayor Regulation Number 53 of 2914 concerning the Implementation of Community Learning Hours in Karangwaru Village, Tegalrejo District, Yogyakarta City, and what are the driving and inhibiting factors. The method used in this research is qualitative method. Data obtained through documentation, observation, and interviews with 15 key informants, and 6 supporting informants. The techniques used in analyzing the research data are data reduction, presentation. data and drawing conclusions. The results showed that the implementation of Yogyakarta Mayor Regulation Number 53 of 2914 concerning the Implementation of Community Learning Hours in Karangwaru Village, Tegalrejo District, Yogyakarta City is considered to be running well but not optimal. The implementation of Community Study Hours has been going well because of the supporting factors, namely good communication from the Yogyakarta city government officials, Tegalrejo District, Karangwaru Village to the community (RT and RW, Karangtaruna, PKK) so that information can reach the lowest community clearly. In addition, community participation is also a supporting factor, manifested in their involvement as instructors, learning guides. However, there are inhibiting factors affecting the implementation of community learning hours, including: time constraints because the instructors carry out their activities after completing their respective main tasks in their respective professions, facilities constraints, and less than optimal discipline from parents and students.
