Abstract


The busyness of the lecturers as teaching staff and also as clinicians can reduce motivation in processing lecturers' academic promotions; the number of executors in the Faculty Personnel Unit is limited by the ratio of the number of executors to the number of lecturers who propose academic promotions of 1:42. The study used qualitative methods with a descriptive approach. Informant retrieval technique using purposive sampling. The results showed that the implementation of PO PAK Lecturers in 2019 at FKKMK was not optimal: 1) The level of implementor compliance with public policies (instructions for implementing functional lecturers and credit numbers), in terms of socialization was not optimal, in processing proposals there were also some obstacles, but in terms of the implementation of the main tasks of the functions of the implementers are quite good; 2) The level of routine functions related to the promotion of lecturers' academic positions at FKKMK is not optimal. The change in the 2014 PO PAK to the 2019 PAK PO is not an obstacle, but looking at the comparison of the number of lecturers according to the lecturer data profile, it shows that the proposal for academic promotions is not optimal, and monitoring is deemed not optimal, currently monitoring is only available from one side (Faculty) at the level The monitoring department is not good enough; 3) three components, namely coordination between implementors (lecturers, education staff and leaders) that has been going well, for performance it needs motivation, especially processors at the department level while processors at the Faculty level are optimal enough so that it has an impact on increasing the number of proposals for lecturers' academic promotions.
