Abstract


General Election is a political mechanism to elect leaders and representatives of people who embrace the understanding of democracy, namely the sovereign people in determining their choices. The substance and purpose of the election is to facilitate the right of the community to determine its leader or parliamentary representative, therefore community participation is a crucial element in organizing elections. The level of voter participation in elections is one of the main indicators of the success of the election, so that the election organizer, especially the General Election Commission from the central to regional levels, pays special attention to programs to increase voter participation. Strategic steps are implemented to increase voter participation, through political strategies that are offensive. The implementation of this strategy tends to increase the number of voters through familiar activities according to the characteristics and activities of the target voter group. The next strategy implementation is a defensive political strategy, a strategy with a tendency to retain voters who have been active in exercising their voting rights and are involved in routine political socialization activities with the KPU, Gunungkidul Regency Election Commission set the beginner voter base as the main target of socialization activities on the grounds that this base has a significant number of voters and is also considered to be still limited in knowledge and awareness of voting. An adaptive strategy with this basis certainly needs to be implemented, through a number of socialization activities that contain millennial educational values by utilizing the existence of technology and media.
