EVALUASI EFEKTIVITAS PROGRAM PEMBERDAYAAN EKONOMI KELUARGA MISKIN (PEKM) DI KECAMATAN BAMBANGLIPURO DAN KECAMATAN PAJANGAN KABUPATEN BANTUL

Abstract

Policies, programs, and activities for coping and lessening poverty is an agenda of regional development conducted by Bantul Regency Government to minimize its people which is still below the standard of poverty limit and to improve them to the higher level of prosperity. In implementation of this policies through Poor Family Economic Empowering Program (PEKM), as the daily manager are BKK, PP and KB of Bantul Regency together with related offices/ institutions (stakeholders) which are competent in it own field under a coordination of Regional Poverty Coping Team (TKPK-D). The purposes of PEKM programs are encouraging poor family to get productive economic business to increase economic family income, and also decreasing poverty number in Bantul Regency area. Whereas, the objectives of this programs are poor society specifically focused on women community with the reason that in this programs is also implemented family planning program (KB). Moreover, this research results as follow: (1) Output of programs including; the amount of grant, loan fund alocation of concerned groups; the number of PLKB and job load of PLKB in supervision; frequency level of activities/ meeting/ instalment return of PEKM group; frequency level of  trainings and business supervision to PEKM group; frequency level of dissemination and supervision of family planning program; and frequency level of advises in using contraception devices, and also briefing of technical guidance book to PEKM programs implementation. (2) Outcome of programs including; ability to increase knowledge and skills of PEKM group members; ability to increase the asset of productive economic business for PEKM group members; ability to develop productive economic business in the field; realization of quality and product types improvement sold by PEKM group members; realization of knowledge, awareness and motivation improvement of society in family planning program; and realization of participation increase of the number of KB acceptor members. Whereas, (3) Impact of programs including; family income increase from productive economic business; as well as society participation increase in family planning program and birth rate decrease and also birth spacing management.
