IMPLEMENTASI PROGRAM KOTA TANPA KUMUH DI KELURAHAN GIWANGAN KAPANEWON UMBULHARJO KOTA YOGYAKARTA
Abstract
The problems encountered in the implementation of the Bendhung Lepen program in the Giwangan Umbulharjo Village, Yogyakarta were: The local community initially disagreed with the Lepen Bendhung development plan by the Yogyakarta City Government; and Lack of awareness and concern for the local community towards the environment resulting in the creation of slum areas around river banks. Based on these problems, the researchers conducted an analysis of the implementation of the KOTAKU Program, especially the construction of Lepen Bendhung in Giwangan Umbulharjo Village, Yogyakarta. The research approach is descriptive qualitative, with data collection techniques through interviews, observation, and documentation. The results of the research show that the implementation of the Bendhung Lepen program in the Giwangan Village has been going well. Communication between stakeholders is good and clear, supported by communication technology. The Bendhung Lepen program facilities are adequate, the abilities/skills of the implementers are in accordance with their respective roles. The appointment and attitude of the bureaucrats was quite good, supported by good views and thoughts from the lurah, while the incentives were only received by ASN up to the city coordinator. Kelurahan facilitators, BKM, and KSM as volunteers. The bureaucratic structure is good, there are SOPs nationally through the master schedule, MIS, proposals, accountability reports and audits. The distribution of responsibilities in accordance with abilities and skills, main tasks and functions has been explained in the Work Agreement, while operations are included in the Terms of Reference. The inhibiting factor, sometimes there are differences of opinion in the execution of problems due to miscommunication, but this is normal and can be resolved by deliberation.
