Efektivitas Program Pendidikan Anak Usia Dini (PAUD) di Kecamatan Jetis Kota Yogyakarta

Abstract


Law No. 20 of 2003 stipulates that the Early Childhood Education (ECD) is an important pillar in the education system. Early childhood (0-6 years) is the golden age (masa emas), that the child has a level of brain growth is very rapid. Therefore, to children from birth to six years of age should be the provision of educational stimulation to assist in the development of physical and spiritual. Children are well prepared early will be able to meet the challenges of education is more severe in the next level and determine the quality of human resources in the future.
ECD was held before the basic education level. ECD can be organized through formal education, non-formal, and informal. Yogyakarta City Government has been implementing a program of early childhood education since 2005, particularly in the form of Non-Formal ECD as ECD Similar Unit (Satuan PAUD Sejenis/SPS) which is integrated in the Integrated Service Post based in the region Pillars (RW). Jetis as one of the districts in the city of Yogyakarta currently have 37 SPS are spread throughout much of the existing RW. But not all of the SPS is effective, because most of the SPS learning activities are limited and are not held every day there is not even running at all.
Through qualitative research by interviewing key informants (Seer Non-Formal Education, Chairman of the Forum ECD, Chairman of the ECD Institute, and parents that include or not include their children to early childhood), the results showed that: 72.9% of early childhood education in the District Jetis Yogyakarta has good activity with the amount of learning is more than 4 times a month, so there are still 27.1% of early childhood education has not been effective; general quality of the children who attend early childhood programs experienced favorable development of cognitive, motor and social; factors that support the development of SPS ECD include: the allocation of state funds and the budget that could be used competitively, the support of the community in the form of loan facility building or room as well as funding, support voluntary contributions from parents, and volunteers who are willing to work social; whereas factors that inhibit the development of early childhoodSPS mainly due to the limited time availability of cadres to carry out the study. It's time Yogyakarta City Government inable the public to participate in early childhood development. Therefore, the government should disseminate both directly (face to face in meeting the RT / RW or PKK), or indirectly (installation of pamphlets, brochures, banners, etc.) to provide awareness that early childhood education is a shared responsibility. In addition, each RW enable the PKK cadres and were able to set aside part of the funds collected from dues citizens to develop SPS ECD in the region.
