Abstract

Food security includes not only understanding the availability of enough food, but also the ability to access (including buying) food and the absence of reliance on any party food. Fulfilling people's food is not a simple matter. Moreover, food has become an object of speculation and liberalization. The discourse concept of food security and food sovereignty is happening. Food is also related to the availability, accessibility, acceptance, and a symbol of the people's welfare. In this case, the farmer has a strategic position in food security: farmers are food producers and farmers are also at the same time some of the largest consumer groups is still poor and needy enough purchasing power to buy food. This is where the essential role of government in the empowerment of farmers. The government is obliged to organize the setting, coaching, control, and monitoring of the availability of sufficient food, both quantity and quality, safe, nutritious, diverse, equitable, and affordable by the community. Welfare food growers relatively low and declining today will determine the prospects of national food security.
