Abstract


Yogyakarta as one of the major cities in Indonesia, has a very high population density is 13,662 persons/km2. The high population density has resulted in environmental contamination. In 2012 the number of wells contaminated with bacteria reaching 85 % of the number of existing wells.
Yogyakarta City government through regulation 6 of 2009 on Domestic Wastewater Management has determined that in the riparian area wastewater treatment system on site / local which is realized with the construction of Waste Water Treatment Plant (WWTP) communal. With the construction of the wastewater treatment of domestic wastewater generated must be distributed to unit residents communal wastewater before discharged into the river. Communal WWTP construction around the riverbanks are implemented through Community-Based Environmental Sanitation program to form SHGs (Self Help Groups).
Around the area of the river Code (the largest river in the city of Yogyakarta) has constructed 12 communal WWTP, WWTP but only 8 (67%) were functioning and 4 WWTP (33%) did not work . In general, people enthusias when planning to build, but tended to decrease or not at all post-construction.
At WWTP functioning, people tend to turn over to the operator of the WWTP treatment (including nursing home channels each) that should only be responsible in building wastewater treatment as well as the main channel only. Thus the implementation of the rules implementing the agreed WWTP in the basic rules and regulations households SHGs, is not met. Ironically, heavy duty operator is not matched by a commensurate reward, because people are reluctant to raise the dues together for the purpose of administering the WWTP. At 4 WWTP that does not work, the cause factor is the absence of the operator and the non-functioning of SHGs have been formed.
Therefore, the government should continue to provide guidance to SHGs, increasing budget for maintenance and operators in order to function and quality of WWTP awake.
