KEBIJAKAN ANGGARAN RESPONSIF GENDER DALAM PEMBANGUNAN NASIONAL SEBAGAI STRATEGI MENGATASI KEMISKINAN

Abstract

Development focused on economic growth as the mainstream and application integration of women in development strategies in an effort to enhance the role of women in development for development to run efficiently and effectively. Development originally just relying on economic growth alone to be converted into human development paradigm that is fair, inclusive and sustainable. This paradigm emphasizes the importance of gender mainstreaming strategies to achieve equality of women and men as a pre- requisite for achieving the development goals. One very important component in the strategy of gender mainstreaming is gender sensitive budgeting so that development funds are used to provide equitable benefits for the well-being of women and men.
Gender mainstreaming is a strategy for achieving gender equality through public policy. The purpose of gender mainstreaming is to change the policy of institutions / organizations become institutions / organizations with
the structures and systems that are responsive to gender. Gender responsive budgets can not be separated from the implementation of the gender mainstreaming strategy. Gender-responsive budgeting is essentially an application of gender mainstreaming in budgeting. This is necessary to overcome poverty policies of gender responsive budgets. Requirements to implement gender responsive budget policy is the government's commitment to use the principles of transparency, participation, and accountability of
budget management more optimal and efficient.
