IMPLEMENTASI PP NOMOR 53 TAHUN 2010 TENTANG DISIPLIN PNS Study Kasus Di Wilayah Kerja Kantor Regional I BKN Yogyakarta
Abstract
Smoothness of governance and national development are realized through a variety of public services largely depends on the perfection of the state apparatus / government, especially the civil servants both at the central and regional levels. Indications perfection Civil Servants (PNS) as the state apparatus, among others, demonstrated by its ability to achieve good performance and discipline in work. Unfortunately overview of bureaucracy in Indonesia is still not positive. To achieve perfection apparatus of civil servants, the government has set the Government Regulation (PP) No. 30 of 1980 which contains about PNS disciplinary rules covering the obligations and prohibitions carried out by a civil servant. However, Regulation No. 30 Year 1980 has now been replaced with the new regulations, namely Regulation No. 53 of 2010. One important difference from the previous laws is that Regulation No. 53 of 2010 emphasizes the inherent supervisory function which gives a major role to the direct superior in discipline.
This study was carried out in the working area Kanreg I National Personnel Board, which includes 42 Regional Employment Agency Provincial and Regency / City in Central Java and Yogyakarta. The research was conducted through the inspection beam processing disciplinary punishment in the form of notes, transcripts, interrogation, sentencing decree discipline, and so forth are carried out in betbagai BKD. Data is also collected by interviewing officials / employees of BKD and officials of the Regional Office of Technical Assistance field I BKN Yogyakarta. The results showed that there were 8 cases of violation of discipline in the Regional Office I Yogyakarta, which has not been entirely processed properly according to Government Regulation No. 53 Year 2010, especially regarding the inspection conducted by inspectors and officials disciplinary punishment imposed. The causes of discrepancies in terms of he examination is due to less regular and less competent officials are obliged to carry out checks that rely more on official inspection of inspektorat. Cause of the discrepancy in terms of disciplinary punishment is because local officials do not understand the regulations and discipline of civil servants in Government Regulation No. 53 Year 2010 and the arrogance and arbitrariness of officials in the region in menjatuhan disciplined. The recommendation is that socialization, it stresses the workshop with more material about the mastery of the material / substance Regulation No. 53 Year 2010, the technical inspection procedures, creation and manufacture of SK Punishment BAP discipline, enriched with simulations and discussions.
