This study aims to determine the collaborative process of collaborative processes in resolving conflicts between fishermen in Pacitan, Wonogiri and Gunungkidul waters as seen from face to face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. As well as factors that influence collaboration between regions in conflict resolution seen from the aspect of starting condition, institutional design, facilitative leadership. The data of this study were collected through in-depth interviews, documentation and observation. Data validity uses source triangulation and time series analysis. The results of the study show that (1) the collaborative process is a non-linear process as an achievement of face to face dialogue, trust building, commitment to process, shared understanding, and intermediate outcomes. (2) Face to face dialogue becomes the heart of the collaboration process for trust formation , commitment and understanding and intermediate outcomes. (3) building trust between collaborative participants is done by investing time and energy. (4) Commitment is done by distributing ownership of collaboration forums and exploring the benefits of the collaboration process. (5) sharing of understanding is a learning process in Collaborative Governance that will strengthen trust and commitment to participate. (6) real programs that can be done together as intermediate outcomes manifestations become a means to build trust and commitment and shared undestanding. (7) Prehistory of Conflict and Power Resources Imbalance is not an obstacle in collaboration between regions, where resources interdependency between regions it will actually increase Incentive for Participation in collaborative proccesses. (8) The quality and diversity of actors further enhances the legitimacy of the collaborative process. (9) Facilitative Leadership played by the Regional Cooperation Agency (BKAD) as a champion of regional collaboration in resolving conflicts. The suggestions given are (1) A joint agenda for the marine sector is needed. (2) There needs to be a regular forum. (3) Massive socialization is needed regarding collaboration between regions, (4) Need for independent facilitators to empower weakactors.
