Abstract


In the life of the nation in the world, the bureaucracy is a key vehicle in the administration of the country in various fields of national life and in relationships between nations. Bureaucracy in charge of translating political decisions into public policy, and serves to manage the implementation of these policies are operational. Thus the bureaucracy is a key factor in realizing the success of a welfare state. Along with the changes that occur as a result of globalisasi, the bureaucracy in demand to change according to circumstances.

Globalization brings a strong influence on political and economic conditions around the world. This condition makes each country should prepare itself to produce effects that do not have negative consequences. Reform is one example of the impact of globalization. Reform is happening in developing countries are more prevalent due to foreign intervention. This is because the assumptions used considers the failure of bureaucracy to create the economic conditions caused internal factors. Therefore, foreign aid requires a structural adjustment that led to the creation of good Government.

The involvement of foreign institutions in the short term could help, but in the long run must be re-evaluated. This is done because the debt relief granted by the appendage-embroider the other prerequisites of the structural adjustment program that is political. Assistance from foreign donors is difficult to avoid because of the economic crisis but the process must be selective and soft, and as soon as possible in terms of paying off.
