Abstract

This research is motivated by the problems of street children still found in several locations in the city of Yogyakarta. The purpose of this study was to determine the implementation of Yogyakarta Provincial Regulation No. 6 of 2011 on the Protection of Children Living on the street and some factors affecting the implementation of the regulation. The methods of this research was conducted based on descriptive qualitative method. Some techniques used for collecting data were interview techniques, observation technique, technical documentation and technical literature.

The results showed that the implementation of Regulation No. 6 The year 2011 has been quited well done. However there are some weaknesses in the implementations, including  the weakness of supervision of the Institute of Social Welfare of the Child and shelters, less smooth of routine activities, and still found many children living in the street of Yogyakarta city. Communication becomes supporting factor for the successful of implementation of the regulations while the disposition becomes obstacles in the implementation of the regulations.
