Abstract

Education is a basic right of all Indonesian people, there is no exception for person with disabilities. Educational service is a public service that must be given with a fair way, without discrimination. Inclusive Education is an alternative to providepeople with disabilities to study in school without discrimination. In fact, inclusive education proclaimed by the government from a few years ago, still has not shown maximum results. Not all regular schools have been able to provide this inclusive education, even the schools with inclusive education providers have not been effective in providing services for Children with Special Needs.

Yogyakarta Special Region (DIY) with Peraturan Daerah No. 4 Tahun 2012 about the Fulfillment and Protection of Disabled Rights has shown concern for inclusive education, but the condition that happened in the field is still very far from expectation. The percentage of schools that do inclusive education is still very minimal. Schools with inclusive education still face many obstacles and are unable to do national education standards for inclusive education.
