Abstract

Conflicts policy iron sand mining in the southern coastal district of Kulon Progo is already in progress from 2006 to now. The conflict emerged in the local government of Kulon Progo district policy rolled iron sands mining and steel plant in the southern coastal residential district of Kulon Progo. That policy emerged from the corporation to the government's insistence. Corporation, PT. Jogja Magasa Iron which is a subsidiary of PT. Jogja Magasa Mining, which is a family company of political authorities in the provinces in Yogyakarta, the Sultanate and Paku Alaman who cooperate with the Australian owned company. The most underlying reason of rejection reactions by the coastal communities south of Kulon Progo is the perception that different from the local government of Kulon Progo in seeing the importance of this iron sands mining projects for the welfare and progress of Kulon Progo regency. Control over land ownership between the state/government and people always color the conflict, especially when these areas are natural resources and wealth of great value to be explored. PPLP coastal communities form groups to fight the iron sands mining project implementers such as PT. JMI. The other actors also played in the conflict. Description and analysis of color the conflict in the conflict. Various steps in negotiating the settlement or resolution does not have a significant impact in an effort to find common ground in resolving the conflict. Finally, the author discovered the reason why the conflict has not been completed until now. The author tried to find a proper resolution to the conflict. The author hopes the idea of the resolution can be used to resolve policy conflicts iron sand mining in coastal areas south of Kulon Progo Yogyakarta.
