EVALUASI PELAKSANAAN PROGRAM KB DI KECAMATAN GEMAWANG, TEMANGGUNG, JAWA TENGAH

Abstract


This paper reports results of an evaluation activity toward KB participation in Kabupaten Temanggung, Central Java. The research is conducted generally at Kecamatan Gemawang (through the collection of secondary data) and specifically at Ngadisepi Village and Kemiriombo Village (through the administration of questionnaires/primary data), both which are in the region of Kecamatan Gemawang. Ngadisepi village was chosen because it was categorized as a region with medium participation of KB, as for Kemiriombo Village was chosen a “control†village because of its high participation in the KB program. The sample was drawn by employing a a quota sampling method, in which 20 questionnaires were administered at Ngadisepi Village and 20 questionnaires at Kemiriombo Village.

Government policy in regard with KB program which is uncertain during the reformation era has resulted in a decline in new KB participation compared to 2008 baseline data. The observed years were  year 2009 and 2010.

Success in the achievement of targets were indicated by the achievement of new KB participation in year 2008 (101.4%) and the achievement of new implant contraception targets in year 2010 (280%). Long period contraception method participation were higher compared to non-long period contraception method, in which new KS 1 participation in form of implant reach 159%. Active KB participation in the entire Kecamatan Gemawang was categorized as medium (79,4%), Ngadisepi Village as medium (75%), and Kemiriombo Village as high (85%).

Differences in KB participation patterns existed between the Ngadisepi Village which was categorized as medium, and Ngadisepi Village, which was categorized as high, among others were a higher number of children, KB purpose to infrequent and stop birth, lower education level, lower family stages status, higher participation of implant contraception, Puskesmas mentioned as the main service location, and wants no more child and health mentioned as the main reason of participation.
