RESOLUSI KONFLIK PEMILIHAN KEPALA DAERAH SECARA LANGSUNG

Abstract

Crash the direct election of regional heads (elections) is highly expected by many to encourage or support the process of democratization, among others, by these elections would return sovereignty to the people, not created gap between the aspirations of the people and elected representatives. With this election the elected local leaders will have a high legitimacy, the process is more transparent, accountable, and participatory. Elections are also expected to effectively reduce money politics to allow the creation of control mechanisms among government agencies at the local level. This is a response to the needs of the political dynamics at the local level. In fact, in this election the people only politicized and even sacrificed for the benefit of the elite. It affects the gap between the community and the creation of a wider conflict horizontal than vertical conflict, especially after the election and after the determination of winners, as many leaders of the losing candidates refused to accept defeat. In the governance principles of the dominant role of the government as a single actor in any resolution of conflicts that arise in the community is no longer appropriate. In conflict elections, the government should encourage public role in resolving conflicts that occur elections in the region, so the resolution of conflict elections can walk in peace and dignity.
