Abstract

            In the era of good governance, the problem of poverty is not just the responsibility of government alone but the three components (government, civil society and private sector) in synergy for within the company inherently four responsibilities, namely the responsibility of the economic, legal, ethical and philanthropic. (Hennigfeld et.al.). In order to fulfill this responsibility the company held a four community empowerment efforts through a program of corporate social responsibility abbreviated as CSR set by article 74 of Law number 40 of 2007 regarding Limited Liability Company. The implementation of CSR held by these companies was very varied included (1) carried out directly by the companies, (2) carried out by the foundations or charitable organizations or their companies owned by groups, (3) through cooperation or partnership with another party, and (4) several companies joined in a consortium to jointly run the CSR.

            To overcome the problem of poverty, community empowerment is the most suitable alternative because society is not merely an object but also as actor (subject). Therefore, in order to empower the community, it should include two dimensions: first, the dimension of individual perspective includes the participation, capacity building, and self-reliance, and the second dimension from the perspective of the community in the form of institutional strengthening and partnership agencies. The model the authors termed as the "two-dimensional model of empowerment" (double dimension empowerment model) - subsequently becomes a model offered in this article.
