This study aims to find out the results of implementation policy from inclusive education in Yogyakarta Board of Education Office. The method used in this research is descriptive qualitative research. The data collection techniques which have been used were observation, interviews, and documentation. The research instruments which have been used were guidelines for observation and interviews. The analysis technique which have been used were data collection, data reduction, data presentation, and conclusion/data verification.
The results of this study indicate that the Inclusive Education in Yogyakarta City in according to the Mayor Regulation No. 47 Year 2008. However, its implementation has not been good. It can be seen from the output of formal school which provides the inclusive education only about 63 (8.39%) Formal schools from 751 schools in the city of Yogyakarta. Constraints in the implementation of inclusive education is based on the results of the study are 1) not all people have understanding in inclusive schools and touched the socialization of implementation of inclusive education, 2) not all schools are ready to be inclusive schools as yet have the facilities and infrastructure, shortage of teachers and do not have a special teacher assistant (GPK), 3) the misperception of the school that if the school have the students with special needs can lower the passing grade score, 4) the lack of the school open-mindedness, 5) the Lack of budget from the Government.
