Abstract


Violence against women and children in Yogyakarta has increased. Yogyakarta Special Region Government (DIY) responded to this phenomenon by issuing Regional Regulation No. 3 of 2012 concerning Protection of Women and Children Victims of Violence. The Regional Government of DIY through BPPM facilitates the Protection of Victims of Violence Forum (FPKK), the Integrated Service Center for Women and Children Victims of Violence (P2TPA) "Rekso Dyah Utami", and the Telephone Friends of Children (Tesa). Based on this the purpose of this study was to determine the Implementation of Perda No. 3 of 2012 in Yogyakarta, with a focus of research on the purpose of the Regional Regulation, namely service and prevention of victims of violence. In addition, knowing the factors that influence the implementation of the regulation. The method used in this research is descriptive qualitative, by describing data from in-depth interviews with informants, field observations, and literature studies. Analysis of the actor-factors that influence implementation refers to the theory of George Edward III. The results of the study showed that the implementation of the Perda was quite good, but there were still constraints that affected it, namely the lack of information on the officers' compliance data in carrying out the provisions contained in the Perda. Substitution of officials in charge affects the commitment to carry out efforts to protect women and children victims of violence which include prevention and service.
