PENINGKATAN PROFESIONALISME APARATUR NEGARA DALAM RANGKA MENUJU GOOD GOVERNANCE DI ERA REFORMASI

Abstrak

Bureaucratic reform in Indonesia has been implemented since 1998. Initiallly, it was a respon to the trust crisis in Indonesia. The focus of this paper is a bureaucratic reform, because it the most important role in the national government. Bureaucracy is viewed as an implementation of public policy which must beworked profesionally, especially in the solution of problems in this country as economic problems, political problems, social problems  and security problems.

                The situation of society suggests dinamical growt which uncertain, sometime it is groes rapidly and sometimes not. For example, coraption, colution and nepotism problems calld trust crisis in Indonesia hapening since 1998 has not been solved yet. It has cousedpeople loost trust in bureaucrasy. The nation problem, have made the society claim for bureaucratic reform to improve the good governance and profesional performnace of the bureaucrats, to improve procedure and system, to impose regulation, and to get decentralism to privat sectors.
